Julie Sheppard, BSN, JD, CHC
PRESIDENT AND FOUNDER

Julie Sheppard is a nurse, an attorney, and certified in Healthcare Compliance by the Compliance Certification Board. Married to a physician, her understanding of healthcare compliance issues grew from education, experience, and personal interest. With the increase in compliance challenges facing healthcare providers, Julie was inspired to create a practical, comprehensive healthcare compliance solution, and founded First Healthcare Compliance in 2012. Julie’s professional memberships include the Pennsylvania Bar Association, the American Health Lawyers Association, and the Health Care Compliance Association.

Jill Brooks, MD, CHCO
SENIOR DIRECTOR OF EDUCATION

Dr. Brooks is a board certified radiologist and a Certified HIPAA Compliance Officer. Her experience on utilization management and quality committees at a rural hospital provides her with great insight into the challenges physicians and other healthcare providers face in providing quality care, with increasing regulatory demands and decreasing reimbursements. As Director of Education, Dr. Brooks leads the company’s teaching, educational and training initiatives and programs in healthcare compliance.

Sheba Vine, JD, CPCO
SENIOR DIRECTOR OF REGULATORY COMPLIANCE

As the Senior Director of Regulatory Compliance, Ms. Vine serves as an expert and resource for clients concerning healthcare regulatory matters. Prior to joining First Healthcare Compliance, Ms. Vine was an attorney in private practice, concentrating in litigation and employment law. Ms. Vine is licensed to practice law in Delaware, New Jersey, Pennsylvania and before the U.S. Patent and Trademark Office. Prior to her legal career, Ms. Vine held positions in the medical device industry with Hoffman La-Roche and Siemens. She received her Juris Doctorate from Widener University School of Law and her Bachelor of Science in Biomedical Engineering from Drexel University and is a Certified Professional Compliance Officer. Ms. Vine serves as a member of her township’s Business Development Advisory Committee and is a member of the Food Bank of South Jersey Board of Trustees.
